I would bet it's a mirror-image (sorry...) of the driver's side installation. See http://www.civicforums.com/forums/21-i-c-e-electrical/289740-diy-front-door-speaker-install-coupe-sedan.html and migrate ~1/3 the way down to the pic labeled "Remove Sail Panel." If you already have the mirror it is probably as simple as replacing the existing outside cover with the mirror. If you're not sure you can do this on your own ask a mechanically-minded friend for help. I assume you mean low idle speed 500 rpm. Genarally a tapping noise comes from the valve train, and a knocking noise comes from the crankshaft connecting rods. The way that a mechanic will narrow it down is to use a mechanics stethoscope. You can get one pretty cheaply at an auto parts store. Put the metal end of the scope on a part of the engine and listen for noise. On the other hand, if your car is idling at 5000 rpm, it would also be making ALOT of noise.

If the there are no blown fuses in your in-cab fuse box look under the hood for the fuse box there. I know that on a 1996 civic the fuse is under the hood (7.5) for the cigarette lighter, clock and radio.
