Do you have auto leveling on your headlights? If you do when you turn them on they could look like they are blinking, as the cycle up and down very quickly. My Jaguar has this feature and I once thought they were blinking also. If not the first thing to do is to remove the cover over the bulb and make sure the connections are firm and in place.Other then that and from your vague description this is all I think it could be.

It is either the light switch or the headlight relay, I would say first go for the relay as it carries the actual load of the lights. It will not be a fuse, the headlights are fused individually.

No lowbeam headlights...bulbs have been replaced but still no lowbeam

The 2003 Trailblazer has separate fuses for each headlight. Check the fusebox under the hood near the battery. A complete diagram showing you where the low beam fuses are can be found in your vehicle owner's manual.

perhaps i missed something here... lowbeams and daytime lights are about the same.... be that as it may... the merely obvious thing is that the low beams are burnt out.... next thing would be that the relay for the day time lights could be defective... it's often mounted on the firewall.
