In most cars its under the passengers side dash black an round looking unbolt an unplug 2 connectors an then it should come out with ease

You got it, nothing to do with switch, off track,, you need to remove door panels to find out what is wrong

Sounds like what is referred to as the "window regulator"...
I'd look into that since the motor works.

The fuse boxes are located in three different places:
A - Relays/fuse box in the engine compartment *
B - Fuse box in the passenger compartment
C - Relays/fuse box in the trunk *

Check your 2000 Volvo S80 - Owners Manual (page 127 adn next for details).

you will need to check to make sure no coins fell into the track and is jammed it if not you will need to replace the bottom frame of the seat possible with a junk yard one much cheaper than buying new and junkyard frames come complete.
