You said you have fuel pressure but what is it? It has to be 55 psi or it won't even try.

SOURCE: where is the fuel pump shutoff switch located on a 1996 chevy silverado 1500 located

Should be on the passenger side kickplate below the glovebox and to the right. You may have to remove the plastic panel to access it or look for a small hole in it and feel around for the button

Most common reason I've found is not enough fuel, check fuel pressure should be at least 56 psi below 50psi it will not startun less you ad estra fuel in the intake, the computer will open the injector a fixed time for a preset fuel pressure if the presure is not there it will not deliver sufficient fuel for a proper combustionto occur, this is commom problem in high fuel pressure systems like GM vortec

This sounds llike weak feul pressure, the fuelpump may need replacing, the first thing to do is have the fuel pressure tested and if the pressure is low then have the pump replaced. the pump is located inside the fuel tank and the tank will need to be dropped to replace the pump, good luck ,
