In most cases, the mount to which the filter attaches is a integral part of the engine block casting, so any leakage there could be a very big problem.

Having said that....I'm relatively sure your problem is not a leak in the filter mount, but rather the filter itself.

If the filter isn't securing tightened after replacing, it can very easily leak.

Most "spin on" filters recommend tightening from 1/2 to 3/4 turns after the initial contact of the gasket on the filter base with the machined gasket seat on the filter mount (the part of the engine block I earlier noted).

Another possibility could be a nicked (cut) gasket.

When replacing a filter, wipe the base seat with a CLEAN rag, and put a light coating of CLEAN oil on the gasket itself (on the spin on filter), thereby reducing the likelihood of gasket damage upon installation.

When I removed #4 sparkplug there is oil on sparkplug hole on a 2000 Kia sportage

If oil is on the spark plug tip then it could be from worn valve stems or from worn piston rings. When you accelerate away from the traffic lights and the engine blows a lot of greyish smoke then this is a sign of worn parts.
If the oil is leaking into the spark plug hole, then it could be leaking from the tappet cover, either the tappet cover bolts are loose or the tappet cover gasket is faulty.

1999 kia sportage has a leak around the oil filter housing

There is a gasket that has to be replaced,it can only be found at the dealer.Remove the evap box next to the battery to be able to get to it.

Check the oil filter housing and the cooler lines at the housing. The oil filter housing gaskets are good for no more than 15k to 30k miles if your lucky. The lines at the housing are easy to strip out when you reinstall them so take your time if you do it yourself an once you are finished and ready to start the truck, let it run for about 15 minutes and constantly check the area for leaks prior to road testing the vehicle.

Oil in the back 2 cylinders on a 2000 kia sportage. is the motor shot?

vavle cover gasket is leaking.and thats why oil is in with the plugs.change the gasket and solve youre problem
