There is a variety of different filter "wrenches" that should do the job. Some have a chain that wraps around the filter, others are notched to fit over the end of the filter. Some have a set of jaws that can be adjusted. LAST RESORT: use a large screwdriver and punch through the filter, then turn the screwdriver. You will have oil pouring out of the filter if you do this, so take the proper precautions first.

To change the fuel filter on your 1999 Kia Sportage, look under the oil filter in the engine compartment and then pinch the clips on both sides of the fuel lines at the filter. Now, push them toward the filter and then remove the lines and clamp.

Daughters 2000 sportage has a bad oil leak in the filter area but it isnt the filter it looks like it is coming from the piece the filter screws onto but the filter is sealing correctly.

First, make sure there isn't an old filter "o" ring stuck to the filter adapter. Sometimes when removing the old filter, the "o" ring stays, and this will leak oil, after installing the new one, as you will have two "o" rings together.
If this is OK, then inspect the adapter for cracks, or bad threads. The adapter is what your filter threads onto, and this is replacable.

Oil Leak from oil filter housing

Seems to be a common problem.
there are two "O" rings a small one inside, and a larger one in a shallow groove where the housing mates to the block.
Would be an easy fix, except for the fact that one nut is almost impossible to remove unless the engine mount is removed.
My 2002 Kia Sportage developed the same problem, which I originally thought was because the oil filter was not tight.
it is a poor design, as the original O ring should have been made so it stayed more flexible IMO.
