Yes for sure , you will need to remove the LCM unit and check for the continuity, If there is short seen in the test then it is possible that the module is faulty and needs a replacement.

You don't need a wiring diagram ,what you need is a scan tool that will pull codes from the LCM , an LCM Parameter Identification (PID) Index ! Checking codes first !
LCM Diagnostic Trouble Code (DTC) Index DTC Description DTC Caused By Action B1312 Lamp Headlamp Input-Short to B+ LCM REFER to Section 417-01 . LCM power fuse #25 15amp fuse for C222 keeps blowing periodically

The first place to start would be to have the LCM checked for DTC'S - diagnostic trouble code , rather then guessing .
B1689 Autolamp Delay Input Circuit Failure LCM GO to Pinpoint Test F . B1691 Autolamp Delay Input Circuit Short to B+ LCM GO to Pinpoint Test F . B1695 Autolamp ON/OFF Short to B+ LCM GO to Pinpoint Test F .
Inspection and Verification
  1. Verify the customer concern by operating the autolamps.
  1. Visually inspect for obvious signs of mechanical and electrical damage; refer to the following chart:

Visual Inspection Chart Mechanical Electrical
  • Headlamp switch
  • Autolamp switch
  • Autolamp sensor
  • Blown fuse(s)
  • Damaged wiring harness
  • Headlamp bulb
  • Loose or corroded connection
  • Lighting control module (LCM)

  1. If the inspection reveals obvious concern(s) that can be readily identified, repair as required.
  1. If the concern remains after the inspection, connect the New Generation STAR (NGS) Tester to the data link connector (DLC) located beneath the instrument panel and select the vehicle to be tested from the NGS menu. If the NGS does not communicate with the vehicle:
    • check that the program card is properly installed.
    • check the connections to the vehicle.
    • check the ignition switch position.
  1. If the NGS still does not communicate with the vehicle, refer to the New Generation STAR Tester manual.
  1. Perform the DATA LINK DIAGNOSTIC TEST. If the NGS responds with:
    • CKT914, CKT915 or CKT70 = ALL ECUS NO RESP/NOT EQUIP, refer to Section 418-00 .
    • NO RESP/NOT EQUIP for lighting control module (LCM), go to Pinpoint Test A.
    • SYSTEM PASSED, retrieve and record the continuous diagnostic trouble codes (DTCs), erase the continuous DTCs and perform self-test diagnostics for the LCM.
  1. If the DTCs retrieved are related to the concern, go to the LCM Diagnostic Trouble Code (DTC) Index to continue diagnostics.
  1. If no DTCs related to the concern are retrieved, proceed to Symptom Chart to continue diagnostics.
  2. LCM Diagnostic Trouble Code (DTC) Index DTC Description DTC Caused By Action B1312 Lamp Headlamp Input-Short to B+ LCM GO to Pinpoint Test D . It sounds like you might have a bad headlight switch. I've seen alot of them go bad. I would check the headlight fuses.

LCM is usually under dash above driver's feet.

They are $400. Gino on ebay fixes them a lot cheaper. Just search for lighting control module and you will find him.

Turn signals wil not work all other lights work could it be fuse

well there are actually 9 fuses in question here

these fuses power the LCM (lighting control module)

most of the time diagnoses will lead to replacing the LCM

there about 20 tests needed to confirm but a good guess is to see if the hazards work

and the final variable is the multifunction switch

if I had to guess right now I'd lean more towards the multifunction switch only because it's cheaper!!!

but my gut tells me its the LCM

Horn fuse is blown do not have manuel its a 2000 lincoln town car

The fuse box should be near the left side of the steering wheel under dash or under hood. If you haven't directly seen the blown fuse it could be a relay problem also.
