WHERE IS THE BANK 1 SENSOR 2 LOCATED?

If you mean O2 sensor, bank 1 is the driver's side on RWD, or front bank on FWD. The #2 sensor is the one behind the catalytic converter, which does little but telling the ECU if the converter is doing its job.

Where is bank 1 sensor1o2 sensor located

Bank one sensor one is the sensor before the catalytic converter on the side with cylinder one.
Remember, a code for an O2 sensor does not always mean the sensor is faulty.

What causes catalytic coverter to plug up

unfortunately... the main thing could be it keeps losing power supplied to it. Loss of power = clogged up C. Converter

I have a 2000 honda civic code po420 came up so what catlacy coverter do I change the one bye the engine or in the back

theres only one catalytic converter. but it should be refering to the oxygen sensors. if your going to change them, you should change all of them, but since i can imagine money is an issue right now in this economy, change the front one, its the main one, and the one towards the rear is the back-up one. hope this helps, goodluck.

Lack of power

If the catalytic converter disintegrated before you replaced it, the muffler may have been clogged by chunks of ceramic falling from the cat and migrating back to the muffler.
Try this: drive the car warm, then stop and with a helper to gradually raise the RPMs while standing, listen at the tailpipe. If you clearly hear the individual firing of the engine then the system is probably clear. If you notice that the sound is more of a hiss, then either the muffler or (if it has one) the resonator are clogged.
On a car with a heavy-gauge stainless exhaust system, two shots from a .357 magnum into the tailpipe opened it up again (forever) and didn't really make much difference in the loudness of the exhaust. I wouldn't recommend doing that with most exhaust systems though.
