Question about 1999 Honda Civic
The only way to be sure the fuses are good is to test them, the other problems may be the relays, sensors or the fan motors are bad. You may have had a problem with one not working for a while and not noticed until the other also went down. One of them is the main cooling fan, the other kicks in when the A/C system is activated [ this will be on when the deforster is on ], try to see if one of them works when A/C is switched on. Using a scanner that will access that system would help you find the cause, other then that you would have to manualy test starting at the fan motors and work back thru the system.
