Question about 1998 Mitsubishi Galant
Hi and welcome to FixYa!
It can be two things. If they performed a car scan then the problem can be determined easily. If not, please ask them to do so. It can be a bad MAF (mass air flow) sensor or a faulty IACV (idle air control valve). If one these sensors are faulty problem like yours occurs.
Car scan is highly recommended rather than guessing on what part to be replaced although my suspicion is a faulty MAF or IACV.
Hope this helps and thank you for using FixYa! Have a good one!
