Hello, The alternator is responsible for charging the battery. From what you have explained it sounds like a bad alternator. I may go to the person you bought the car from and ask to see documentation such as a receipt of purchase of the alternator. If he bought a new or refurbished alternator then it is defective and the place it was bought from should refund or replace it. If he got one used off another car or perhaps a junk yard then "new" can be an overstatement.

My 1989 volvo gle power steering is getting hard to turn, what could be responsible for this?

Low power steering fluid. You may have a leak at the power steering rack at the pressure line which would cause the rack not to respond as it should.

Fuel pump is located on drivers side below rear driver door area near rear axle. Fuel filter is located next to pump.

1989 volvo 740 keeps dieing

I sound like your battery is not charging on its own, the battery is charged by the alternator, the easy way to test the alternator is by using a volt meter ( cheap volt meters a found at autoparts stores on most hardware stores starting around 20 bucks) Test the voltage ant the battery with the car off, then start the car, (jump start if nesasary) then test the voltage again. with the car off the voltage should be around 11.5-12.8 alittle more is ok, but not to much lower, with the car running the voltage should change to around 13-14 volts. if the voltage does not change or drops then the battery is NOT being charged. if its not getting charge then check for loss or corroded wires or wire end terminals, sometimes the is an altenator fuse ( usually uder the hood ether the fuse and relay box or at the battery terminal ) if all is ok the alternator needs to be tested at some place, most places like napa, or westernauto will do it for free, it will need to be removed from the car to do this, since at this point it is most likely dead, you will be taking out to replace anyway.
"Good luck, And I hope for it to be a cheap and easy fix"

Power steering fluid leaks quickly out 1989 Volvo 740 GLE wagon

The most obvious places are the Power steering rack itself - at each end, and the hoses that are attatched to it.
A leak at the pump is easily spotted.

Hoses are cheaper to replace than seals on the rack (which may require a new unit)

On the 92, the belt closest to the engine goes around the power steering pump, water pump, and crankshaft pulley.

The second belt goes around the alternator and the crankshaft pulley.

The third belt goes around the a/c and crankshaft pulley.
