Check brake light fuse first. If ok, the brake light switch at the brake pedal may be defective. Try wiggling the switch to see if the brake lights work. If not, disconnect the wiring connecter and if it is just 2 wires cross them over and see if the brake lights come on. If they do, the brake light switch is bad. If wiggling the switch makes the brake lights work, I would suggest a brake light switch as well
For the low beam problem, Swap relays 45 & 46 in the underhood fuse panel. Relay 46 is for the Low Beams. If that fixes the light, replace the relay that cam out of position 46. Since the high mounted brake light is working, that indicates that the brake switch is good. You need to check the bulbs in the rear tail light assembly, if they are good, check fuse #34.
You can always check for power into the brake light switch and power out of the brake light switch.
If there is no power in than check fuses. It will be obvious if it is blown.
If there is power in and no power out replace the switch.
If there is power in and power out than its probably the turn signal switch. It could also be the brake light relay but its not very common. Since the brake and turn signal use the same bulb the switch decides if the bulb gets power from the flasher or the brake relay.
If you need specific wiring info just ask.

I've worked on these the first drove me crazy. its the turn signal switch every thing runs thru these. head lights, turn signal, brakes. except the third brake light. it runs directly from the brake switch. go figuare
yes they are. if your hazard flasher is bad and you happen to have the hazard switch turned on your brake lights wont work
put hazard switch in one position and check brake lights
then put in other position and check them
if they work with the hazard switch in one position leave switch olone and check fuses and put a new flasher for hazard in
