Hi, the oil drain plug is located on the side of the oil pan, passenger side. It does not look like a typical drain plug, as it's one of those quick drain type. It is meant to be hand loosened and tightened. DO NOT OVER TIGHTEN or you are in for a world of hurt. Just firmly finger tight.

SOURCE: Location of engine oil drain plug on 1999 Chrysler Concorde - 3.2L engine

It isn't immediately obvious to find, as the head is smaller than you probably are used to. Make sure you aren't looking at the wrong pan. It's not so hard to get turned around when you're upside down and think you are looking at the engine pan when you are looking at the trans pan.
Take another look and you'll find it.

SOURCE: Location of oil drain plug

Bottom passenger side of oil pan. On the side of the pan. It is a metric bolt and the pan is aluminum, be careful not to strip plug when threading it back in.

You need to have the codes read to determine what is wrong. Bring it to a parts store, this is a free service. They will plug a hand held scan tool into the cars diagnostic port (under the dash), and 'read' codes stored on the cars computer. They can tell you what the code(s) mean, and suggest how to fix the problem. If you have any questions after that, post the codes and questions (and engine size) here.

SOURCE: stripped out oil drain plug

I have a similar situation on a 2000 VW Jetta. It's an easy fix. Do nothing to the plug, leave it there. I replace my oil using a small pump that was purchased from JC Whitney that removes the oil from the pan via the dipstick hole. Basically, it pulls the oil up via a long tube and into some container. Works fine, I recommend it. check the cowling at the base of the windshield outside the car by the hood. this can be plugged by debris and need to be cleaned out. if the water can`t drain out the drain holes it will have to go somewhere and that is usually inside the car. the cowling is one way outside air is passed into the car. you will have to remove the cowling to clean out and make sure the drain holes are not plugged.

I was wondering what type if oil to use in my 1999 chrysler concorde lx 3.2L

If in a mild temperate region, 20W-40 will do. If you are in a very cold climate, then the viscosity must be lowered so the oil doesn't thicken up too much when the engine isn't running.
