Heat often times can cause components to fail - if someone recommended the flasher module I would try that first.

'99 Beetle cruise control surge and speedometer has slight flutter.Occasionally speedometer drops to zero mph and cruise will then stop working. The "surge" is so bad that you can not drive with cruise on....

I would take a blind guess and sat the speedo sensor has an issue. 99' beetle should have an 01M auto, and the speed sensor is also the dipstick for the final differental drive. search around this area of the trans for the cable and snoop around. loose at the trans ? bad connection somewhere??

My bug wont start

Depends on if the vehicle is a automatic transmission or a Stick shift. If it is an automatic could be the neutral safety switch, if it is a stick shift could be the safety switch at the clutch pedal. Hope this helps.

Hit a huge bump in the road and lost my turn signals and hazard lights, checked all fuses in panel they are good, have underneath of dash on drivers side apart and cant find turn signal fuse, can you hel

...and lost my...turn indicators?
You could check that the relay - sorry I don't know which one it is or where on your model - hasn't been jolted out of its socket in the relay panel.

Once you find the relays just push them all to make sure they are properly seated in their sockets.

I hope this helps - if it doesn't please add a comment with more info for us. Thanks, D.
