If the inside of the headlight assembly is getting dirty, it means that you have a crack or opening in it some where.
Replacing the bulb is just a matter of taking the bulb socket out of the housing (usually a 1/4 turn, and remove). Make sure not to touch the new bulb with your fingers. If you do, clean it off with alcohol before putting it back in. The oil from your fingers can cause the bulb to fail prematurely.
You might want to take it off the car, clean it in the sink, and dry it out, and then look for any damage in the housing. Do not put it back into the car until after it has dried completely.
Depending on the damage, you might be able to repair it, otherwise, you might be looking at replacement.
3rd option would be leave it as it is, and clean as needed.
