The speed sensor is located on the right side facing the driver side. It is on the transmission under the air filter and air line that leads to the intake manifold. It is on the left side of the transmission. It is not on top of the transmission but on the left side of the transmission close to the firewall. It is best to raise the car and locate it from underneath.

What is the purpose of the Neutral Switch?

The neutral safety switch prevents accidental starting in gear.

This switch can cause the issue, but commonly it fails less often than a starter..

To test, I suggest rigging a test light, one end to ground and one end to the solenoid actuating lead on the starter solenoid. If the light lights, and no starter actuation, you know power is getting through the neutral safety switch.

Also try altering the exact loction of the shifter, foot on brake, try moving lever slighty through park and neutral, and see if that affects the starting, These switches can come out of adjustment....
