Question about 1996 Honda Accord
Some of these had an access cover under the rear seat(the part you sit on),if you remove this,there should be a cover in the floor board that you remove,and you should see the top of the fuel pump assembly.disconnect the hoses(be careful fuel pressure may still be in the lines).disconnect the electrical wires,remove screws holding unit in gas tank remove pump assembly.transfer necessary components and reverse removal.if there is no access cover then you will have to drop the fuel tank taking care of the wiring and fuel lines.the procedure is the same as above to replace pump.change the fuel filter.

The Fuel pump relay is part of the EFI main relay and can not be replaced separately. The EFI main relay is located behind the dash, left of the steering wheel.

have the compression checked its likely a head gasket is leaking and letting antifreeze back in the cylinder when you turn off the engine radiator would also be a lttle low

SOURCE: how to replace fuel pump
you need to unplug the fuel pump,then empty the tank, now undo the fuel lines at the tank, then you will need to drop the fuel tank...doing this will expose the pump... unbolt it from the tank and pull it out.. put ithe new one back in then put everything back in..

it is located inside ur FUEL TANK, can be accessed by removing the REAR LOWER part of passenger seat.
Just be carefull removing it, 'cause the FLOAT comes w/ it!
