Question about 2000 Chevrolet Venture
I just had same problem , all you need is a little bit of grease. On the passenger side under the hood you will see where the motor is , on top are gears that drive the wipers. You will notice round pin after you take the plastic cover off. Spray some lubricant or dab in grease and turn on your wipers. let ir run a little bit. If you dont see it go down try manually releasing the pin using pliers. Grease some more and let it run.
Let me know if it helps.

Tips for a great answer:
Nov 04, 2016 | Dodge Cars & Trucks
Turn your wipers off, using the stalk on the left side of your steering column. Turn your ignition off and remove the key.
Pull the wiper blade up to lift it to the service position. Pull the front part of the blade down to position it at an angle.
Pull back the lock pin on the center part of the wiper blade (where it connects to the wiper arm). This unlocks the blade from the wiper arm.
Grasp the blade on each side and pull it down (away from the extended wiper arm) to release it from the "U" clip.
Repeat the process for the other wiper blade, if desired. Removing the driver's side and passenger's side wiper blade is the same.
Install the new wiper blade. Open the lock pin on the new blade, and then insert it into the wiper arm "U" clip. Close the lock pin and lower the wiper blade to its normal position.
