I have a 1998 ford explorer and I can't get the fuel line off of the fuel filter? I got that tool that you use but I can't seem to get it to click in to release the fuel line.

hopefully you are on the front side of the filter the back side has a plastic retainer you pull out the the hose is free to go ( as far as the front the part that is sticking out from the tool that you are using should go towards the front car push it in all the way in then pull back on your fuel line

Where is the fuel filter in 2002 ford explorers

The fuel filter is on the passenger side under the door near the front wheel well. It is behind a curved shield and a flat plate covering the fuel filter that is marked "fuel filter replace".
There is an aluminum plate held on with 3 13mm bolts. Remove it. Behind it there is a black plastic shield, held on with 2 10mm nuts. Remove that and you will see the fuel filter, and the bracket that holds it on.
