Yes it can be fixed. If it is just the plastic that is fused the fix will probably be relatively cheap depending on the extent of the damage. If it is the metal that is fused together then more than likely the entire fuse block will need to be replaced. A new fuse block runs about $130.

first off what vehicle are you talking about and second if melting and or over heating the relay need to check why such as to much heat for where relay is --a bad circuit connection causing high draw --fuel pump excessive draw --bad or grounding circuit corrosion or faulty connections

Maybe the fuse box is bad , corrosion inside . Take the box apart if you can an look inside . check all the connections for corrosion also.

A/c compressor fuse keep blowing

Replace the wires as far back as necessary. They could have melted all the way back to the ECM. Probably other wires to fix in this case.

A new or used fuse block is the recommended way to go. But in a
pinch, remove the fuse box mounting screws and pull it back to make
sure no other wires got melted or damaged. Cut the power out a/c wire
from the box. I should have said this first, pick up an inline fuse+holder
with the correct amp rating. connect one end to the 12v pwr in connection to the fuse block and the other end to the a/c power out wire
This will bypass the fuse block for the a/c only. The fuse holders are
available at any parts store. Also it would be wise to locate and repair
the cause of the meltdown first, if you havn't already done so.

i do not know what you are talking about when you say "make the water work", but no, you cannot bypass a fuse. Especially when the problem is bad enough to cause a fuse to melt. You are going to have to have someone find the short that is causing the problem and fix it. Fuses are for your and your car's safety. They help prevent fires, as you see the heat that amperage generates' effect on the fuse.
