What belts are on a 4.6 engine

yep, usually when putting full lock on the power steering (the belt driving the power steer pump if loose ) will squeal. Tighten it up to allow 1/2 inch deflection or slack in the longest section of the belt.

Power steering failing at low rpm

The power steering pump is going out better of changing it than messing with it I'm sure it's a original pump

1986 cadillac fleetwood power steering belt

Below are 2 diagrams. Replace the bolts you've removed. Rotate existing belt counter clockwise to disengage the belt tensioner. Once it releases, you should be able to remove the old belt and replace it (using the diagram below). Once you start the car, the belt tensioner will automatically take up the slack.

I have a 1986 caddilac fleetwood with a 4100-eng and a new starter and it want start but i got full power

if you hear the starter turning and it makes a binding noise like a klink. it probably needs shims in between where it bolts up to and the starter. if the starter to close to the flywheel it will bind up. go to any parts store to get shims usually it takes two or three to space it right. If you hear nothing at all recheck all your wires to the starter silinoid on the top of your starter if there is a bad ground or wires are loose it wont budge. Hope this helps. Ive had the same problem im on my 6th cadillac now and thats a common issue.

The power steering went out after a 150 mile trip.

could be a stretched belt....bad power steering pump after she gets hot perhaps it starts to seize up causing the belt to spin over the pulley ?
Check the fluid level.
