If your car or truck doesn't run at the same idel speed all the time then you can cheack the battery first to see that it's fully charged and good. if it's bad any load can change the demand for altenator power and as it tries hard and les hard as needed it will load the engine more or less. The older Toyotas builr before 1993 have lots of vacume hoses and the newer ones a few and if any of them leak it''ll hunt the idel the PCV valve is well known to get dirty and make the idel change. The tuneup if it's old a missing or just highly gapped spark plugs can make if idel rough or come on and then slow down again. a dirtly air filter will do this for the same reason and so will dirty oil. Most cars if the oils not changed at least every 6 months of operation everything will start stopping up and it'll get alot more problems than just the idel being going up and down. These vacume hoses fal off and split and rot and get connected wrong. So check them one at a time by removeing them and putting them back on and if they break theirs bad even if they were OK before you broke them so have pleanty of hose before you start as the hose is cheaper than the repeated trips to the store.

You probably have a problem with the Throttle position indicator, or it's connection. Or it's adjustment. Recommend you invest in a repair manual from your local Autoparts store. or filepeep.com if they have it or manualslib.com

Before you could adjust the mixture, make sure that the spark plug gaps, ignition timing and valve clearance are all OK.
- Start the engine and bring it at operating temperature.
- Adjust the throttle stop screw to bring it at the stable rpm.
- Turn in the idle mixture screw while observing the engine speed till the engine starts to stall. At this point turn out the idle mixture screw and keep on opening slowly till the engine acquire the most stable rpm. Finally adjust the throttle stop screw to obtain the desired idle speed.

you probably need to check the butterfly. its the compinent that controls how much air goes into the engine if it is weared than in idle state air leaks into the engine sometime more sometimes less and cause fluctuations in rpm

secondly there is a rpm switch which controls the rpm you can replace that switch and check

Envoy 2002 unsteady RPM and engine while stoping


It is your Fan Clutch going. That thing causes all kinds of settings on the computer to readjust as it fails. The fortunate folks that I know that it happened to simply experience a sudden roar of the engine sound,, loss of compression, and just a wide assortment of symptoms. But it was the Fan Clutch. Part only cost about 125 bucks, but after it is installed, a computer download must be performed that is only available from the dearlership. 600 bucks. This should have been a recall item in my opinion,, but.

change o2 sensor. reset computer by removing terminals and hold them together for 45 seconds themconect them ground first. them restart car.
