Question about 1997 Mercury Cougar XR7
Check your shifter to make sure its not loose

Sounds like the brake shift interlock is not working. you need to press down on the brake to be able to move the shifter out of park. if that system is defective, it wont let you shift out of park. look at the center console 9if it has one) is there a slot that looks like you could slide your ignition key into? if there is try inserting your key into this slot and with your foot on the brake move the shifter into neutral. put the key in the ignition and it should now be able to start and shift into drive and reverse. but if you go back to park it will lock up again. i would bring it to the garage for a repair of this system (may need adjusting, may need replacing, but they would be able to diagnose and repair)
