It should be the ignition switch, and it should be located on the steering under dash.

Ign. switch wont start or shut off the car

Make sure the shifter is all the way in park. If the key turns back and forth like it should or don't move at all, the electrical part of the ignition needs to be checked first. It is located under the dash on the steering column.

Engine continues to run after switched off. The ignition physically operates normally. It just wont shut the car off. is it the switch?

it is likely the igntion switch, not the lock cylinder. the ign switch is attached to the lock cylinder where the key goes in.
