Remove lens & check for corroded wire or bulb/socket. Then check bulb (2 filaments). Clean any corrosion on connections. Replace bulb if necessary.

2003 ford crown victoria with working brake lights but no parking or rear lights

Duplicate the issue ? You mean the lights are working now ?
The turn signals and brake light circuit is one and the same. The parking lights are on a different circuit. The parking lights get power from the headlight switch and don't travel thru the turn signal switch.
So have you checked the park fuse for power ?
The location of the fuse should be in your owners manual.

'96 ford Crown Victoria....No hazard or brake light no turn sigal

Sounds like the multifunction switch. Try working the hazard switch up and down a few times to see if you get some lights to work. If so then replace the switch.

Your headlight switch may be going bad. Work it while someone watches the tail lights. Anything different lights replace the switch.

2000 crown victoria -brake lites failed

You have a bad switch at the brake pedal. Or a loose wire. Try light pulling on the wires on the switch at the brake pedal under the dash. They should be tight and secure. If tight and secure the switch could be bad.
