From reading your post, I will assume that aside from the flashing light, that the vehicle is running fine? If so, then you need to check your oil level (in case you haven't ) and confirm it is at the full mark. If all is in order then you will need to have the vehicle diag'd either through your dealer (about 94 bucks) or you can have it VAG'd with a cable and software (runs about $230) No way to clear this without either of these two.

No oil pressure, ticking motor

Possibly a failed oil pump. Check engine oil level first.Make sure it is at least to the safe zone on your engine dipstick. if the motor has not had regular oil changes ( i change mine every 3000 miles like clock work) the oil can sludge and clog oil passages and pickup screen to oil pump.

Blue thermostat light comes on after driving for 5 miles or so and stays on; after driving for 20 miles or so on occasion the oil pressure light comes on when car slows down and is idling.

when the thermostat in a beetle goes, it stays in the open position, so it could be you blue light is indicating a "cold system",change the thermostat.
the oil light will come on if low on oil or you have a low pressure, try using 10/40 semi synthetic oil.and mloyslip.if no improvement you will need to renew the oil pump.

I had the same problem on my 2000 beetle and I had to change the water pump . Once you change the water pump you have to change the timing belt because the water pump is run by the timing belt .
you could know if it is the water pump by checking the hose that comes from the radiator to the enging to se if there is water running to the engine .
