Question about 1990 Ford Festiva
This is a general view of the timing marks on the engine and the pulley, yours may not be the same but should be similar enough.
Evidently the timing angles should be on a placard within the engine compartment but are somewhere between 10 and 15 degrees BTDC. To set it correctly you need a timing light and remember to tighten the clamp on the bottom of the distributor on completion, This is probably why you timing is throwing itself out.
