2008 Hyundai Accent Left blinker blinks rapidly when headlights are on, but works perfectly when headlights are off.

It's possible that the blinker and brake/running lights on your vehicle are independent of each other. Usually on vehicles, when the blinker is blinking fast, it means there is a light bulb out on that side of the vehicle. I would check ALL lights while they are on and make sure all are lighting up right.

The flasher unit ticks when the indicators are not going

If you mean the blinker inside works but not the one outside, replace the blinker bulb. If its the one inside then its a dash light.

Flickering headlights can get you a ticket to the policeman's ball, but more importantly, they may indicate trouble inside your car. This problem can result from many potential causes, but whatever the reason, you must identify and address it before your lights go out altogether.

Saturn 2002 VUE Turn Signal not working properly.

You need to check your left side turn/park lamp bulbs for correct part # & installation. If that checks out you deffinetely have a ground problem. When you have other lights blinking with you turn signals you have either a bulb incorrect or a bad/poor ground. If bulbs check out check your forward lamp harness ground.Hope this helps

Fast Blinker

Usually a fast turn signal means that there is a light out. You should probably check all of your lights, including back-up lights, and turn signals. If there is one out then replacing the burnt out bulb should fix the problem.
