The most common causes for your issue are poor grounds and bulb filiment damage... But I suspect grounding is an issue in your case. Easy to test, run an external ground and rerun your tests.

Good on you for testing the lights with the running lights on and off.....!

If you still have original owners manual it will detail it there. Though some are located on side wall of engine compartment and also by drivers inside door area close to parking brake and hood release.

When car is in PARK mode, you can start the motor, but can't get it off PARK - this is because brake lights are dead. Replaced the fuse, and all is OK till I kill the engine, after braking. Again the same...

Possibly the brake switch itself. Many cars come equipt with a safety feature that won't allow shifting from park unless foot is on the brake. If you have a bad brake switch, this could prevent you from shifting from park as well as giving the impression that the brake lights are bad. hope this answers your question. All the best.

Parking brake is stuck o the rear passager side.

First I would hit the cable and see if it retracts if not I would try heating the cable going to the drum if that works you will have to replace the cables

Drivers side light is out and its not the bulb

are you talking Parking lights. all lamps work? cept one?
there are park(tail-running) blinker, brake, and fog.
my guess is side lamp means the actual car side parking lamps/.
there are huge numbers of lamps for park inside and out.
like 20, the inside lamps are DIMMable.
if all 20 odd lamps glow and one dont, it can only be.:
1: bad lamp.
2: bad socket to lamp
3: wires cut to said socket.
i use a thing called a voltmeter to see what part is bad.
got one,? $10 at walfart?

Break light not working on a 1998 plymouth grand voyager expresso

If you are saying the brake light and parking light on one side is dead, the problem would be in the socket or the ground connection.
There would be two different circuits involved. And the rear parking lights are powered by the same fuse as the front.
The brake lights are on one fuse too.

1981 gmc 4 x4 keeps blowing fuze park ligts dont work? grounding out but be nice to have a schematic It takes a 20 amp fuze put a 25 in it the front park ligts came on for only a few seconds then blew....

My 87 GMC did the same thing. Check the ground wires that screw into the radiator support on each side. The right side ground wires were close to the battery on my truck and over the years corroded the ground wires.

Parking brake efficency too low

The parking break is a stand alone cable that can be adjusted if you climb under the vehicle. depending on your parking break location in the cab will help you better locate it under the car IE if you set your parking brake using a handle in the center of the vehicle cab, the wire is close to center under the vehicle, if you use a handle or foot pedal its on the driverside of the vehicle and Y's off to the passager side and driver side rear break

follow the cable and you will find the adjuster bolt, just tighten it to take up slack in the cable, if there is no slack you will increase the efficency of the parking break.....Dont over tighten it though cause this can cause drag in the rear breaks and shorten the lifespan of the break shoe or pad

Rear parking lights dont work 2001 GMC sierra

It would then be a bad ground. Start at the bulb fixtures cleaning and refastening; look for cracked broken wires as you go. A little multimeter will help.

Tail lights wont work

sounds like ground problem- remove tail lights and look for wires going to body -remove screww clean grounding area and replace- both sides. You did not say whether the lights work when car is off? With car off and brake pedal pushed is there any brake lights ? If not procede with above.
