    hi, this is usually caused by a shorted headlight relay. Try swapping the relay with a similar one on the box (under the hood). If that doesn't work, the problem is likely the switch.

Possible that the cluster switch is jammed and short or that the headlight relay found within the engine room relay box is struck or jammed.
If so tap the relay box to release the relay points and since this can be due to points sticking the relay must be changed.
If the switch is shorted the assembly must be replaced.

Have a 1990 525i and the window buttons stay lit when car is off and i think its draining the battery, is it normal for them to stay on?

It should stay running. If your alternator is bad it may not stay running but in all cases it should stay running.
