I have a 1985 monte carlo ss, lately the transmission has been shifting smoother than normal but at higher rpms, it used to shift a little rugged but at the correct rpms, what kind of problem am i looking at and is it an expensive fix or a diy fix?

The transmission used in that car usually has a firm positive shift. (rugged?) If the shifting seems to be smoother, could be that you have a small amount of internal pressure loss from worn seals.
Only two options there. You can try changing the fluid and adding a good additive like lucas sealer and conditioner and see if it comes back to normal after a few days, or, have the unit checked by a reputable trans shop, They will likely rebuild it. Changing internal seals requires complete teardown so it is foolish to only replace them without changing the clutch packs.

Testimonial: "thank you and yes i meant firm when i said rugged, i will try changing the fluid and using an additive because i do not have the money for a rebuild."

On a unit that old chances are there are some varnish deposits that are causing the valves in the valve body to hang up. That's why I recommended a fluid change and lucas additive. Some additives contain a chemical that swells the clutch material and causes it to come apart. Lucas won't do that but will help clean deposits gradually so as not to block up the filter. If you have a shop look at it, perhaps they can remove and clean the valve body. The trans does not need to be removed to do that. Don't try that at home as there are check balls inside and if one gets lost or you put it in the wrong place or, if even a small piece of sand lint etc gets in there it won't work right.

My 85 monte carlo ss does not go into drive until bout 3500 rpm why is that

If your automatic transmission fluid level is correct (check it first) ie.:with engine running, in park, engine at normal operating temprature, check dipstick. If OK: then it might be a dirty (clogged) transmission filter. Service the transmission, replace the filter and fluid.

Hard shifting from 1st to 2nd

I have been hearing a possible solution for this problem is changing the oil filter in the trans oil pan. But ive been looking all over for a solutionand thats the only legit one ive found. It said when the oil gets clogged it doesnt flow to the transmission as nicely as normal therefore leading to lagging changes
