Question about Dodge Neon

Few things that can cause this issue. You may have a faulty TPS (throttle position sensor) or a bad MAF (mass air flow) sensor. If the TPS is bad you can experience irregularities on acceleration. If that's the case the TPS should be replaced.
If the MAF is faulty, there will surely be irregularities on vacuum supply which result to erratic idle, one good reason why the rpm hits red line during start up. I strongly suggest that you have the two checked and replaced if necessary.
