IT WASN'T THE RELAY AFTER ALL. BUT IT'S THE ALTERNATOR ITSELF. I'VE REPLACED IT, AND THE PROBLEM IS SOLVED.
THANKS FOR YOUR TIME & MAHALO NUI LOA.

Is there a battery relay or an alternator relay on a 99 ford expedition and were would it be located

There are a large number of relays. If you are concerned with the charging system, I'd take it to car parts store and ask to check battery and chargeing system, and read "codes" just incase they reveal a problem. I would guess there are no relays that affect wireing from alternator to battery, Just some form of regulation to adjust the amount of current to the battery.

There is no relay for the alternator per se. The alternator is excited by the ignition.

2003 ford escape, trying to locate a 12v drain on battery. pulled all the fuses and drain is still there. is there a way to pull the relays? are there any other powered items i can check for draw?

If you can easily get to your alternator connections, carefully, I repeat, carefully, remove the heavy positive battery wire going to the + terminal of the alternator. DO NOT let it ground out! If the drain drops off when you remove the wire, you have a leaking diode inside the alternator and it will need to be replaced. Also, with the engine cold, feel the alternator. Sometimes it gets very hot from the constant 12V drain. As far as pulling the relays, yes you can remove each one until your drain drops off. But don't pull on them too hard, they may have some sort of release clip holding them in place. The relay box is located under the hood next to the battery near the left fender:

There are fusible links between the alternator and battery that you need to check. See wiring diagram and some relay location picks from autozone.com
