You don't have to replace it. Ford will do it for free because if you have a 1999-2011 Mercury Marquis, Mercury Marauder, or Crown Victoria, and your headlights and or tail lights don't work, Ford just finally extended the warranty on your LCM (Lighting Control Module) for free - both parts and labor and will install a new one for free! Ford has extended the warranty to 15 years/250,000 miles. It must be done at a Ford Dealer and the fix is free. Call your local ford Dealer and tell them you need to make an appointment because your headlights don't work and Ford has extended your warranty on the LCM. Tell them it is the Customer Satisfaction Program 14N01. Have your Vin number ready as they will ask for it. If they act like they don't know what you are talking about ask to talk to the manager or tell them to call Ford Motor Company and ask them, or you can call Ford yourself. We had ours done at a Ford dealer in August of 2014 in Scottsdale, AZ. It is a 15 year warranty and if you have a 1999, the deadline might have passed, but call them and ask them to see if it has. Maybe it hasn't."

You don't have to be the original owner.

The Lighting Control Module can only be replaced by the dealer or by someone who has the factory scan tool. The new module has a blank memory in it. The tech needs to upload the memory from the old module, then donload it into the new module.
Sorry to burst your bubble.

2005 grand marquis - headlights don't always come on. It seems when I drive the call for a while and turn off - then 15min later the headlights don't always come on

That is a common problem for the Marquis/Crown Vics for the time period. Check the connector (Unplug it and look at it) to the LCM Lighting Control Module the black plastic box with slots cut in it and a white plug with wires in it. It is under the dash to the left of the brake pedal. Unplug it and then plug it in and see if that helps. Ford will want an arm and two legs for it. Check a junkyard or Ebay.
Google it for a pic or go to this Ebay link to see the pic.

Lights on 2000 Mercury Grand marquis will suddenly go out while

please rate as solved if this fixes your issue. Let me know too.

I believe you have a bad LCM, Lighting Control Module. Or, the connectors to it have corrosion maybe. The module is above the brake pedal. It is very expensive. You can buy one at discount from tascafordparts.com. Sometimes, ebay has one too. But, you need one for your year car. Match the part number on your LCM.

Here's how to get it out.
