check fuel pump pressure first ,

did you replace the fuel regulator located on top of the fuel pump?

It wont rev past 3500 in driving?
The governer on these is set to NOT allow a higher rev when car is stopped and not in gear.
Try to change oil viscosity or filter manufacturer.Some filter manufactures put in a bypass valve that kicks in too early.

sounds to me like the tps is malfuctioning

Honestly I wish I could offer you more info, if it revs now that eliminates the convertor, only I can figure is when you got it to rev you were "blowing the soot out" LOL I hope I have helped you some if so please rate me accordingly.

if it's deisel, coulld it be a turbo problem?

check the timing and the catalytic converter,,,if the converter is clogged it wont run
