I have the same problem with my mom's 1994 buick skylark. You had mentioned that the relay was good on your car. Where did you find the relay? I bought one from an auto parts store to try on my mom's car, but I can't even find out were it goes on the car.
On your car, did you unbolt the horn button cover from the steering wheel and see if you could jump the wires and make the horn sound? If your remote makes the horn blow then I would think your horn button is not working right.
I have the same problem with mine, And i am also looking for the solution, I have had it all checked out and the say everything is hooked up right relay is good but it does not work. If you punch the steering wheel horn pad and it goes off, it leads me to believe that it is the horn pad or a short in the wiring going to the horn pad. You may be jarring the wheel enough to stop the short. Next time it happens press firmly without jarring on the horn pad and see what happens. If it stops it could be the button pad. These can be tough to find. Good luck!
