Pretty common problem on a 1997 Altima. First Nissan had us remove the upper timing chain guide, than they came out with the whole upper timing chain replacement TSB. You will hear a rattle sound at the top of the valve cover, right by the oil fill hole. If so, than you will need upper timing chain replaced by the TSB.

There will be a rattle the front of the engine. the end with all your pulleys and belts on. And it will be hard to work out if it's in the engine or the pulleys.

It is a common that a TICKING coming from the front of the engine is the timing chain guide.

Remove cams, install air hose adapter into each cylinder one at a time and use compressed air to test cylinder. Bent valve or holes in pistons will be very obvious.

I have a 2005 V6 Altima. It makes a whining noise when I drive it. If I am coming down a steep hill, the sound I hear is like the gear is stuck and not shifting correctly. When I had my oil replaced...

sounds to me like they are right on the money. its a pretty common issue on 3.5 litre engine in a altima, maxima murano and quest. you do need upper timing chains and chain tensoiners. its unfortunate that those cars have an issue, but thats what you need. nissan has been pretty reliable vehicle until the new models came out (1999 and up). The upper timing chains are known to go bad even in some 4.0 litre engines. good luck with that, that is a job that requires some car knowledge and mechanical skill to get it done.

Does a 1999 nissan altima gxe have a timing belt or a timing chain and if it does have a chain does it have to be replaced as often as a belt?

I think it has a chain. look where the timing chain/ belt should be. if there is a large plastic cover, it has a belt, it its a aluminum cover, it has a chain. there is no replacement interval on a chain.

An improper voltage signal is being sent to the ECM through the solenoid valve.
As far as whether the engine using a timing belt or gear? You mean chain? This engine uses a timing chain.
