Check the fuses first.if you get the car to operating temperature where the cooling fan should be running and you tap on the motor and it starts to work then the cooling fan motor needs to be replaced.another thing you can do without running the vehicle is to disconnect the electrical plug from the cooling fan motor and connect a jumper wire from the battery positive to the positive connector on the motor and a jumper wire from the battery negative to the other terminal on the motor it should run if it doesn`t then the cooling fan motor must be replaced.if it does work then check the plug connection for corrosion if that is okay then you will need to find the fan relay and check it for voltages and grounds it could be a bad relay or connection at the relay itself
You can have a couple things going on. One being a bad temperature sensor. Dont be to surprised many cars have 2 and for one of them its only function is to tell the fan when to turn on. The other is a bad fan motor. Jumper a wire from the battery to the connector and see if it turns on. If it doesn't then you need a new motor.

Do not let this car over heat a blown head gasket will ensue. Locate and replace the fan relay, if that doesn't fix the problem unplug fan and use jumper wires to ground the plug then feed power to the positive side of plug to check fan, if that doesn't work replace the coolant temperature sensor located somewhere near the intake manifold or thermostat housing area.

The problem could be a bad coolant temperature sensor.
