No it isn't possible, if the steering rack is leaking that means the seals inside the rack have worn out and the boot is only going to retain some of the fluid once it has leaked. You are in essiance only bandaiding the problem, if you dont want to replace the rack inself, which is a big job, then i'd just keep adding fluid until you sell it.
