I have a similar one...my cruise stopped working..and I noticed my 3rd brake light(wagon) wasn't working ( I changed all 5 bulbs and still not working)..related?
I would check the easy things first. That is the brake switch and the clutch switch (manual trans). Drive down the road and pull the brake pedal up with your foot and then try to set the cruise (same with the clutch pedal). Also the cruise requires that the brake light bulbs be in working order (and that there are no LED brake lights). Check fuse numbers 53 54 and 59.
The high beam problem might be related to the cruise issue, but I can't think of a reason why.

I had actually checked for blown fuses based on the wiring schematics in the Chilton manual, but all fuses were fine. Maybe just pulling them out and re-inserting cleaned off the contacts just enough, because now my cruise is working again. The high beams, however, are still acting up, so I'll have to look into that a little further. Thanks for your help!
