This is due to the Vehicle Speed Sensor (VSS). I had the same problem with my 95 Accord. The first option is to try cleaning the connection first; if that doesn't work, you can replace it for about $40.
Checking same problem.Found that if the cruise control works the speed sensor is good.if you can tap into the orange wire with the ignition on;jack the car up and slowly turn one of the front wheels and watch the voltage it should like start out low and go up as you rotate the wheel.Yea OK,if the cruise works the sensor is ok and its probably the speedometer assembly(printed circuit board)

I have 1995 Honda accord V6. The speedometer, odometer and techometer are not working. Speedo needle get stuck at 20 km mark once ingnition is turn on.
How can I fix.

tac, odometer and speedometer not working in my 95 accord sedan. speed constantly reads at 15-20 mph. speedometer will work at random bt for only a few minutes. tac is always down. odometer works when the speedometer decides to spontaneously kick in. HELP I'm supposed to have this fixed by tomorrow (8-29-08)

got the same problem on my 94 accord. i changed the VSS and still not working? i haven't tried cleaning the female connector. what's next?
