The bendix drive of the starter is more than likely sticking on the starter drive shaft & is not meshing with the ring gear properly. Remove the starter & replace the bendix drive or replace it with a remanufactured starter which has a new bendix drive. There may be oil leaking onto the bendix drive & dirt will also clog it up. Check for a rear mainseal leak also. Hope this helps. Good luck!

Make sure to check the flywheel when you remove the starter there may be flywheel damage and that would cause the same problem.

It sounds as though you may have a starter bendix failing or the starter bolts may have loosened. Disconnect the battery, crawl under and investigate.
If the bolts are tight, you may want to look into the cost of a new starter.

i suggest removing the flywheel inspection cover, and rolling the engine over a little bit at a time, checking to make sure that there are no worn or broken teeth. also, make sure there is no lateral movement, which could indicate a broken flexplate. good luck.

On my 99 beetle the engine rotates but wont start and when you stop turning the key the engine whines would this be a starter problem?

Could very well be a starter problem, but I typically suggest that one should check out the condition of the battery (may not be throwing sufficient amps to crank the starter), and then the alternator to make certain the alternator is providing enough amps to fully charge the battery.

Sounds like the starter is actually turning, just not fully engaging. when a starter dies 6 out of 10 times it's a bad selenoid (causing a loud clicking sound instead of the starter engaging). Doesn't sound like your immediate problem.

Try jump starting the Beetle. If it starts that was it's probably a battery or alternator issue. If your successful in getting the car started your local autoparts store (AutoZone, Advance Auto or O'Reillys) can test your battery and alternator for Free. Call before you go to make certain that their testing equipment is functioning.

Possible not shimmed correctly. The starter teeth have to engage correctly for the starter not to hang up. That's what probably happened & broke teeth off. You had better check your flywheel around the entire circumfrence as teeth may be missing from it as well. Starter won't engage if teeth and flywheel teeth in same spot are broken off. If the flywheel teeth are bad, it will be a spendy fix to put a new one on... Rick

Weird noise sometimes on start

I think you have a starter problem. It sounds like what you describe is the starter spinning, but not engaging the flywheel, which will result in the engine not turning over. To be sure of this, the starter should be removed and tested. Parts stores will test it for free. Let me know if u need further help. Curt
