With the vehical jacked up and supported, inspect the front side of the fuel tank, it has a plastic ring going around the place where all the wires and fuel lines connect to the tank. Unscrew this ring and the gauge sending unit and the pump are connected to it. You should drain off most of the fuel before you take it aprt to avoid fires and the spilling of fuel. make sure the battery is disconnected to avoid sparks that may start a fire. If it does catrch fire get away as the fires like this are hard to put out and need to be avoided. stay away from other things that burn ( Buildings < other cars, wooden floors as they burn good too if splashed with spilled fuel. If you don't feel you can do it right have a professional do the work as they have the right equipment to do the job right.

96 plymouth neon will turn over sounds like it wants to start but wont start

sounds like the fuel pump needs to be replaced. That's what happened to mine. Once I replaced the fuel pump it was good to go. Hope this helps.

I would like to know how to change the fuel filter and where it is located.

The 98 and 99 neons don't have a fuel filter, they have a fuel screen that is right in line with the fuel pump. If your car is not starting and blowing fuses for the fuel pump, you will need a new fuel pump.

My 96 dodge neon wont start i change the coil but still did not

Change the cam sensor. I had the same problem you did and once i change this little sensor, car started right up!

My fuel pump fuse keeps popping and we just changed the fuel pumpand it still pops it what could that be {98 dodge neon)

Check your power wire to the pump. It must have a bare spot somewhere, and is grounding out. Probably on top of the gas tank.

Try looking to see if your injectors are clogged or if fuel is getting to the fuel rail. You can take the hose that is on the fuel rail off then try starting it or just pump the gas pedal and you should see gas coming out. I had a similar problem with my 97 neon and this was my problem just try and see, you never know.

Personally I wouldnt bother tracing the wire as it is probably not worth your time, and just run a constant 12v from the battery to the relay on like 10ga wire. There is probably a short somewhere in the system which can be a real headache to find.

Also it may sound dumb, but check your fuses, and the fusible links under the hood. Chances are that they are all fine though, especially if you have dash lights.

Fuel filter on 98 neon

i doubt you will have to change the fuel pump it should be located under the car between the tank and engine possibly more less toward the tank.
