No, the actuator only controls the 2wd to 4wd, you may have a bad trany or the fluid is low, make sure the fluid is full and not brunt and drity. thats what i would do first.

well your voltage regulator is inside your alternator. im not sure how much amps you are talking about 12 to 14 is normal

should be between 9-13lbs for throttle body cars, higher for separate fuel injectors

Just did a engine swap in my 89 si civic. it started sweet sounds great but when you give it throttle it seems to rev limit at 2500rpm. idle is slightly gigh at 1750rpm

the car is running in limp-mode which is why you can't rev past 2500rpms. what engine did you swap in/

Has the fuel filter been replaced with the fuel pump or it could be a restriction in the exhaust. In order to check that properly you would need a back pressure gauge and measure back pressure or just disconnect exhaust from the manifolds and drive it around and see if all the power is back.
