It depends - I'm not positive on the Hondas, but if the fuse is before the switch, it would indicate that the switch can draw power from the battery. However, if the fault is inside the switch, and the contacts internally are screwed up, it could mean that although the switch draws power from the battery, it cannot transfer it out through the proper wires down to the bulbs. It could still be the switch with an internal failure.

there is one inside the car. 3 possible places; under the glove box, under the steering wheel or if you open the driver side door the corner of the dashboard usually triangular piece of plastic to remove
check the headlight relays use a continuity tester aswell, something is touching and shorting the system out, check the fuses and relays under the dash for the headlights, it may be there. somethings getting to much power and shorting out or bad earth
If the parking lights do not come on, they do have their own fuse, and it could be bad. This is separate from the brake lights.
But if the fuses are all good, then it could be the headlight switch. Remember the switch does the parking lights separate from the main headlights, so that you can just turn on the parking lights if you want, (Paris style). It is a feature left over from WWII, when Europeans were not allowed to run with full headlights at night, in the cities.
After you have checked the fuseand the bulb connection, you may also want to check the brake switch located at top of the brake padel under the dashboard. Once you push the brake padel, the switch will trigger and the brake light will be on. Use simple 12 volt test pen or voltmeter to test the current supply. Enjoy it.
