Question about 1999 Plymouth Neon
According to where you live! If you live in a place where there is a lot of hills or high heat, like Arizona; the fan maybe hot wired to fuse box. That will keep the engine light on at all times. That's how mine was wired because I live in the desert with 6% slopes every where. It keeps the car from overheating.

For the Engine light on your car.
I recomend get the car Scanned with a Diagnostic computer.
because is gonna be the only way to know exactly what the light come on.
Maybe the noise can be related a the same problem of the light.
Is there some Autoparts that they Scann the cars with no charge.
Autozone, Advance autoparts, Some Napa and Pepboy's.
