i have a good hot battery...but when you hook up positive post there is a spare white wire which has to be a ground....when you turn the key there is nothing at all no fuel pum turning on there is really nothing at alll happening....i have a test light and when you touch the post ..light comes on but you touch fuses or anything in the fuse box there is no power to the fuse box!...that has to be why the car isnt turning on right?

My wh statesman keeps blowing engine/bcm fuse. using bigger fuse allows it to start but blows again shortly after

Don't keep trying bigger fuses. It will only cause more problems, like burnt wiring that will need replacing, or starting a fire.
You either have an electrical component that is shorted and causing too much power draw, or you have some open wire that is shorting to ground by touching metal.
You or an electrician will need to look at a wiring diagram to see what all is on that circuit that is blowing the fuse. Then start taking one part of it loose at a time to try and isolate the problem. See any smoke or smell plastic burning when the fuse pops?

Why does fuse keep blowing on 2012 town and country Chrysler van seats

There is a short to ground somewhere in the circuit that the fuse protects. It could be one of the motors for the seats that has shorted out, or it could be on any wire that is on that circuit. Wires can get chaffed, or bent around edges and the insulation gets worn off. Then when the exposed power wire touches metal, it causes a spark, shorting to ground like that, and blows the fuse at the same time.
You will have to kind of track that circuit down. I would start at the motors on the seats, note where all the connections are, and follow the wiring path as best you can. You might try unplugging individual parts, like the individual motors or parts of the circuit where connectors are, and then see if a new fuse still blows, you may be able to track it down that way. Wherever the problem is, there is probably quite a bit of heat associated with the shorting. When you are feeling around, keep that in mind. Keep in mind also that without a wiring diagram, you can't be certain that the power seats are the only thing on that circuit. It is possible, maybe even probable, but you would need to verify it with a wiring diagram showing the power seats circuit. good luck.

Then you have a shorted wire or other component. No magic bullet to fix this, you get the wiring diagram and track down the short.

2005 prius fuse location 39 a 15 amp keeps blowing, central door lock, radio and dome light

You will need to buy a copy of the factroy wiring diagrams for the car and track down all the wires that run off fuse 39. There is no easy way to find a shorted wired, read the diagrams and trace the wiring and look for damaged wires.

Wiper fuse keeps blowing

Lets deal with the fan. Only two things can cause a fuse to pop. A short in the wiper motor. Unplug the connector on it. It the fuse does not blow now you need a wiper moter. If it still blows the positve wire going to the motor is touching medal somewhere. You will need to inspect the wire going from the fuse block to the wiper motor. . Also sounds like you have no power to the brake switch.. Another fuse issue or a broken wire somwhere before where you bypassed the switch

Fuse diagram - a/c won't work

not sure if it's the AC... sounds like a short in the starter / solenoid... check the wiring harness that runs from starter to battery.. if it popped free from mooring it could have gotten too close to exhaust manifold? or engine block and melted the sleeve allowing bare wires to short out..

or check the spark plug cables... if the are "dry rotted" or crack when you bend them (usually closest end to engine block) they will short out and kill the motor out even while driving...

will try to scan the fuse box schematic and post for you..
