Note, you can burn up the switch to the top and the fog lights by using the drink holder that resides above them. Condensation drips down onto the switches. The ash tray can be converted into a much safer drink holder. Mine was a dead switch from my dripping monster energy drink cans.

First you need to trouble shoot the problem and stop changing parts! look for 12 volts on the top switch. you have a cerc.braker under hood and also a fuse in the fuse box. check switch on e-brake. check for 12 volts on the top motor when the switch is pushed. (note) both wires will read 12 volts one when top is going up, one when top is going down.
