sounds like the wheels are out of balance, is there a slight vibration through the steering wheel at this speed? and does the problem stop if you go faster (please drive carefully)
Two
things come to mind: 1) A frozen ball joint in the steering arm, 2) A
defective steering rack. Make sure power steering fluid is topped, if
you hear a whining noise while turning.
Static won't come from an antenna. It normally comes from your connections. If you've been changing the head, check the contacts where it goes together. The only noise your antenna will pick up, is noise from your ignition. If what you hear is more of a buzzing or clicking that changes as you accelerate, then you should get your ignition checked.
