My wife has an 04 tb and I just replaced the water pump. Upon returning everything back to its servicable condition I neglected to reconnect the hood latch cable. 01:15 in the morning what can I say. Any way I researched online and no solution. But I remembered what A jeep owner did and remembered that the front grill can easily be removed and that the latch assembly is only held on with three 10mm bolts. Carefully as not to break that plastic grill, remove it . It is a tight squeeze but it will com out, then remove the three bolts and the latch is free and the hood can open with it still attached.

first, try smacking the hood at one of the front corners while someone else pulls the release handle. or even after you've pulled on it. if that works, once open, adjust and lubricate the hood latch assembly. if it still won't open, and it's the cable and not the latch you'll have to replace it anyway, so instead of removing the grill, cut the cable behind the pull lever under the dash where you can reach it. then skin the outer cable insulation away from the actual steel cable exposing an inch or two of it. then holding the insulation and plastic housing with pliers, grab the steel cable itself with pliers and pull it to open the hood. then replace the cable. the further you can reach up under the panel the better your chances of getting past the broken part of the cable and avoid removing the grill. you might also be able to gain access from up under the car if you're lucky.

SOURCE: inside hood latch broke, so
I would assume that the plastic handle broke from the cable? If so, try grabbing on the end of the cable with a pair of locking pliers. Latch onto the cable and hold the casing, then pull really hard. It should pop the hood. After you get the hood open, replace that cable, or if possible, leave the vice grips on it until you can get it to a shop to get it replaced.

If the cable isn't broken, have someone push down on the hood when the release is pulled, it should release. If it does, you should apply some lube to the latch mechinism to keep it freely working. If the cable is broken, you reach in behind the grille with a small hooked tool and find the cable going to the latch, hook the cable and pull it out 'this will take quite a bit of force' so you can grab it, you then remove the plastic housing and grab the steel cable with a pliers or other tool and from the latch side- pull hard to release the latch. you should then will have to replace the cable later. Also lube the latch.
